Welcome to our newest WSEMA member, Katy Wolf! Katy is a new Emergency Manager with the Cowlitz Indian Tribe in SW Washington after spending five years as the Operations Manager for the Portland Bureau of Emergency Management. Her time at Portland EM gave her a strong foundation in the field, having led the City of Portland’s Emergency Operations Center during the complex emergencies of 2020, including the COVID-19 pandemic, civil unrest, severe weather, and wildfire responses! Katy is Kiowa and mixed settler/immigrant descent, and has spent her life on the west coast, being born in CA, raised in ID, and graduating from University of Portland. Outside of work she enjoys practicing horse archery, reading non-fiction, and learning to garden with native plants.
Katy was introduced to emergency management through her local CERT team, which she joined following in her mother’s footsteps, eventually becoming a CERT leader. After joining Portland EM, she found herself thriving in this new career path, which has led her to serving as a board member on Aspiring Emergency Managers Online and now as the new Emergency Manager for the Cowlitz Indian Tribe. Between her passion for mentoring individuals who are new to the field and advocating for indigenous practices and Tribal sovereign rights, she connected with several WSEMA members who encouraged her to join our association. She is excited to meet others from WSEMA to build connections with peers to learn from as she builds a Tribal emergency management program!
