The Department of Homeland Security (DHS) has released its standard terms and conditions for all FY2025 grants administered by the agency. These terms apply to all preparedness, mitigation, and disaster-related grants. There are three specific sections that could jeopardize the state’s eligibility for any FY2025 grants. Washington is considered a sanctuary state so all levels of government in Washington could be impacted. This is very troubling for us as these apply to all grants from DHS.
- Cooperate with DHS and immigration authorities
- Certify that they do not and will not operate any programs that support or promote DEI, DEIA, or any form of “discriminatory equity ideology”
- Comply with all applicable Presidential Executive Orders related to federal grants
Additionally, based on an internal memo, it appears FEMA is cancelling the BRIC (Building Resilient Infrastructure and Communities) grant and will be terminating any unobligated projects from previous grant years. FEMA will be reviewing partially obligated projects and may potentially reclaim allocated funds. See the WSEMA President Friday Email for additional details.
The FEMA Review Council has issued a Request for Information (RFI) to gather public feedback on the effectiveness of FEMA’s disaster response and recovery efforts. While this RFI is open to all, emergency managers bring a unique and critical perspective shaped by direct involvement in planning, coordination, and recovery. Comments on this notice must be received by May 15, 2025.
